Troopers with the Florida Highway Patrol received some specific encouragement to hand out citations to drivers breaking the speed limit. In an email sent to troopers under his command, Maj. Mark Welch of the Tallahassee-based Troop H said he “wants to see two citations each hour,” the Tampa Bay Times reports.
