Assuming Motion Templates and Transitions are correctly localized you still need a folder in Transitions to designate the category. It can be either an existing FCP category or one you make. Here there are three custom categories and the transitions are inside them. The transitions are in folders because them have custom media. The transition should not be localized.,nor the category. Only the first two folders, Motion Templates and Transitions should localized.
